Of course the Mayor had the right to eat the rebellious elements. The great State of California is built on the ideals of conformism and a subtle dictatorship formed primarily by killing those who do not fit or who in any way challenge the status quo. As is, I may note, the great and elite country of the United States of America.
If we weren't allowed to eat the rebels (and the children, when neccessary), then what would we do with them? /Pay taxes/ to put them in prison? Surely you jest. No. We must enact legislation that allows us to capture and consume degenerates without cause, trial, counsel, or even a reasonable suspicion. Because we cannot allow the great State of California to fall into ruin.
